They are licensed under a Creative Commons Attribution license which gives you and anyone the right to make your own products with them. You may simply use the images of Dottiebear as you see them. You may also modify them and make Dottiebear look just the way you want. The tool used to develop the Dottiebear character is the graphics creation tool called Inkscape which can be freely installed and used on Windows, Macintosh and GNU/Linux computers.
